Executive Summary: |
On July 18, 2017, the City Commission approved the staff recommendation to retain 4-way STOP signs and install crosswalk markings at 18th and Indiana Streets for one year, upon completion of construction to install a traffic circle. The intersection did not meet warrants for a 4-way STOP but was on the route of a visually impaired student who walked to Lawrence High School. The student graduated from Lawrence High School this spring. He plans to attend the University of Kansas beginning this fall.
The intersection does not meet warrants for a 4-way STOP and the three other traffic circles installed in the neighborhood last year (17th & Indiana, 17th & Illinois and 18th & Illinois) are not controlled by STOP signs (See Ordinance No. 9402 for reference). There have been no reported crashes upon completion of the four traffic circles in the University Place Neighborhood. Staff recommends adopting Ordinance No. 9485 to remove the 4-way STOP signs at 18th Street and Illinois Street.
