Authorize the City Manager to execute Engineering Service Agreements with George Butler Associates Inc (GBA) and Professional Engineering Consultants (PEC) for a total of five watermain replacement projects.

Executive Summary: |
Department of Utilities staff continuously evaluates the condition of the water distribution system based on the occurrence of main breaks, pipe material and age, capacity, and fire protection needs. Based on these criteria, watermains are targeted for replacement over a three year period. A total of $11.54 million dollars is allocated within the Capital Improvement Plan for Watermain Replacement/Relocation in years 2018, 2019, and 2020 (CIP# UT9902). A total of five projects have been identified for design and construction through 2019. These projects are listed and described below:
Additional waterlines have been identified for replacement in late 2019 and early 2020. The priority of these projects may shift based on changing system conditions or emerging problem areas. Additional Engineering Service Agreements (ESAs) will be provided to the City Commission in early-2019 for these upcoming projects.
GBA and PEC were selected via a competitive Request for Proposal process initiated in March 2018. The City Commission authorized the use of these consultants for the project at its May 15, 2018. A program kickoff meeting was held on June 6, 2018 with Utilities Department staff and representatives from both consulting firms. GBA was selected to perform design engineering services for projects 1 and 2. PEC was selected to perform design engineering services for projects 3, 4, and 5.
Individual Engineering Services Agreements have been prepared for each of the five referenced projects. The scopes of each project include topographic survey, replacement waterline design, geotechnical investigations, traffic control planning/design, and construction phase services.
The scopes and fees provided for each of the five projects have been reviewed by department staff and found to be appropriate given the scope and anticipated construction cost of each project. A summary of each is included below:

The fiscal impact to the City for engineering design services by GBA is $239,686. The fiscal impact to the City for engineering design services by PEC is $228,917. Total project cost for all construction and engineering is estimated at $3,436,203. This program was identified in the 2018 Utilities Department budget and 2019-2022 CIP as project number UT9902. A total of $11.54 million is allocated for watermain replacement across years 2018, 2019, and 2020. |
