Executive Summary: |
On July 11, 2017, the Governing Body adopted Resolution Nos. 7214, 7215, and 7216 authorizing the submission of three special questions to the voters, in accordance with the Kansas Retailers’ Sales Tax Act, K.S. A. 12-187 et seq. The three special questions proposed levying Citywide special purpose sales taxes for operating the City Public Transit System (0.2%), constructing, improving and maintaining public infrastructure and acquiring fire apparatus and other fire equipment (0.3%), and for affordable housing initiatives (0.05%), respectively.
These three propositions were on the November 7, 2017, ballot and at the election a majority of the qualified electors of the City voting on the propositions voted in favor of each special purpose sales tax. Therefore, the Governing Body may authorize the levying of these special purpose sales taxes, which shall be effective April of 2019. The three special purpose retailers’ sales taxes will sunset ten years from the date the taxes are first collected.
Additionally, staff recommends retaining the Sales Tax Audit Committee (the “Committee”). The Committee was established in 2008, to review the revenues and expenditures of the special purpose sales taxes approved by the voters in 2008. Ordinance No. 9552 amends the City Code to retain the Committee to review the revenues and expenditures of the special purpose sales taxes approved by the voters in 2017 as well. |
