Recommendations/Options/Action Requested:

Authorize the addition of regular agenda items to the August 14, 2018 City Commission meeting.

Executive Summary:

The August 14, 2018 date has been an established meeting date on the City Commission calendar for consent agenda items and work session items.  Staff requests that the August 14 meeting be calendared for regular agenda items.

 

The City and the Lawrence Police Officers’ Association (LPOA) have been conducting discussions related to wages, fringe benefits, and working conditions as outlined in Resolution No 6817.  According to the Resolution, the parties have failed to resolve, remove, or agree to several issues of discussion and therefore are at impasse.  The Resolution requires both the City and LPOA to submit their last proposals in writing to the City Commission who “shall within seven days of receipt of the proposals, schedule public hearings for the purpose of receiving explanation and supporting documentation for each party’s proposal.”  Following the hearing, the City Commission shall render its decision by accepting one party’s proposals.

 

Staff is recommending the hearing be scheduled for August 14.  In order to enable the opportunity for the City Commission to take formal action, if appropriate, following the hearing, staff requests that the August 14 meeting be calendared for regular agenda items.
