Recommendations/Options/Action Requested:
Adopt on first reading, Joint City Ordinance No. 9520/County Resolution No. ____, amending Horizon 2020: Chapter 8, "Transportation" to incorporate Transportation 2040: Metropolitan Transportation Plan for Lawrence – Douglas County, 2018 Edition.
Executive Summary:		Transportation 2040: Metropolitan Transportation Plan for Lawrence – Douglas County, 2018 Edition was adopted on March 15, 2018 by the Metropolitan Planning Organization Policy Board.  This comprehensive plan amendment would incorporate the new metropolitan transportation plan into Horizon 2020 as Chapter 8: Transportation, maintaining the connection and conformance between these two key regional planning documents. Preceding versions of the metropolitan transportation plan have served as the comprehensive plan’s transportation chapter since 2011.  This would be the third edition of the metropolitan transportation plan to be incorporated as Chapter 8.  This plan includes the Major Thoroughfares Map which designates Lawrence and the unincorporated Douglas County street classifications for development purposes. The metropolitan transportation plan prioritizes multi-modal needs and investments throughout Douglas County and incorporates existing modal plans.  The metropolitan transportation plan includes, and will annually report on, 12 federally mandated performance measures and 14 local performance measures.  This comprehensive plan amendment was approved 9-1 by the Planning Commission at their June 27, 2018 meeting
