Recommendations/Options/Action Requested:

 

Waive the requirement to rebid Bid No. B1843, 2018 Traffic Calming Project (CIP# 17E8), and award bid to Phillips Construction KC, LLC in the amount of $83,900, which upon the City Engineer’s review is confirmed to be a responsive bid.

 

Executive Summary:

The City has budgeted $200,000 for Traffic Calming projects in the 2018 Capital Improvement Program (PW17E8); $100,000 for speed humps and $100,000 for the 13th Street bicycle boulevard. The City will use General Obligation bonds (Resolution No. 7256) to fund the construction of (9) speed humps on (4) different streets. The locations of the speed humps were requested by citizens living on those streets and went through the approval process outlined in the City’s Traffic Calming Policy. The Transportation Commission recommended the project on March 5, 2018. The list of 2018 Traffic Calming Project locations include:

  • Lincoln Street – N. 3rd Street to N. 7th Street (4 speed humps)
  • Arkansas Street – 9th Street to 8th Street (1 speed hump)
  • Missouri Street – 9th Street to 8th Street (1 speed hump)
  • 24th Street – Crossgate Drive to Brush Creek Drive (3 speed humps)

 

Construction plans were developed in-house by City staff. The project was bid August 7, 2018 and the low bidder was Phillips Construction KC, LLC.  Typically bids that exceed the engineer’s estimate are rejected and the rebidding process is restarted. Charter Ordinance No. 45 authorizes the City Commission to waive the rebidding process. The Phillips Construction bid is $9,400 more than the engineer’s estimate and $19,400 less than the next lowest bid. The recommended bid of $83,900 is less than the $100,000 budgeted for speed humps in the 2018 Traffic Calming budget.  The City Engineer reviewed the bid and recommends that the Commission waive the requirement to rebid the project and award the contract to Phillips Construction.
