Meeting called to order 2:31 pm.
First item of business was to approve minutes from the June 6th, 2018 meeting. Chris Cunningham moved to approve minutes as written, Seconded by Michael Brunin. Motion passed 4-0.
There was no public comment.
Next item was to receive input from staff on the 2018 International Energy Conservation Code.
Adrian Jones addressed the board on outdoor design temperatures. He said many engineers typically want to have a safety factor built into these design temperatures, especially for cooling. Jones said he sees designs for mechanical systems that are exceeding ASHRAE standards. Jones stated that building in a safety factor for cooling is not a reason to alter climate data, which is adopted. Jones then showed the board the current adopted design criteria. He then showed the board the new design criteria which has raised the design temperature to 99°. Jones said it would be staff’s recommendation to adopt the most current data provided by ASHRAE.
Smalter said that ASHRAE now has a local Lawrence design standard.
Smalter said these new numbers would be inserted into Table 301.2(1) in our local amendments.
Smalter said that current data for the 2017 Energy Rating Index for One- and Two-Family Dwellings was a 61. Smalter said the proposed ERI number in the 2018 IECC is 62, with the current adopted number being 70. Smalter also noted the U-Factor for windows has changed from .35 to .32.
Stogsdill asked if R-19 was still allowed in a 2x6 wall. Smalter noted that it was, and that was an amendment down from R-20. She said staff would most likely ask that it remain at R-19.
Markley asked if the board would most likely keep the ERI number at 70 because builders have been doing a good job meeting that number and it would not increase costs to affordable housing.
Smalter also added that we were waiting on a Dept. of Energy report that studies changes in the IECC.
Queen noted the ERI numbers are generally very good, but passing the blower door test has been difficult at times for some.
Queen also said that in his experience the builders in Lawrence do a great job meeting the energy requirements.
Brunin asked about the possible adoption of Appendix CA, which is intended to encourage the installation of renewable energy systems by preparing buildings for the future installation of solar energy equipment, piping, and wiring.
Smalter said she would discuss with staff about pros and cons of adoption.
Smalter said that next meeting, the board would hear a review of the Property Maintenance Code from Brian Jimenez. Also, Barry Walthall would give a presentation on Swimming Pool and Spa Code.
Cunningham made a motion to adjourn, Seconded by Markley. Motion passed 4-0.
