Recommendations/Options/Action Requested:

 

Approve Cost-Sharing Agreement with the University of Kansas for the 19th & Iowa Pedestrian Tunnel Project and the 19th Street Reconstruction Project.

 

Approve Amendment to Memorandum of Understanding between the University of Kansas and City of Lawrence to share costs regarding the installation of a new 12” diameter water main on the north side of 19th Street from Steward Avenue to Naismith Drive.

 

Executive Summary:

In October 2017, the City accepted $1.6M of Transportation Alternative funds for the 19th & Iowa pedestrian/bike tunnel project.  The University of Kansas (KU) agreed to contribute $200,000; half of the $400,000 local match. 

 

The tunnel project will be let this fall with the city’s project to reconstruct 19th Street from Naismith to Iowa.  Construction will begin this winter and go through Summer 2019.  KU has agreed to contribute $111,500 for the construction of a shared-use path along the north side of 19th Street and will contribute $30,000 for pavement costs to connect Ellis Drive to 19th Street.  KU will also donate all needed easements and rights-of-way to the city to construct the projects. 

 

In April of 2016, KU and the City entered into an agreement to share the costs for a new 12” waterline on the north side of 19th Street from Stewart Avenue to Naismith Drive.  The agreement included a completion date of August 1, 2018.  A portion of the waterline was installed in 2017 with the reconstruction of the 19th & Naismith intersection and the remaining waterline will be completed with the 2019 project.  The attached amendment extends the completion date to August 1, 2019 to accommodate the revised project schedule.
