Action Requested:

 

Authorize the City Manager to execute the Engineering Services Agreement for RFP# R1810, CIP# UT1892 – Naismith Valley Interceptor and Pump Station 8 Abandonment, with Black & Veatch, in the amount of $118,425.

 

Executive Summary:

The Naismith Valley Interceptor and Pump Station 8 (PS 8) Abandonment project includes construction of a gravity sewer to intercept flows currently entering PS 8 and convey them south to Pump Station 10 (PS 10). The project also includes abandonment of PS 8 and associated piping located at 2233 Alabama Street.

 

Abandonment of PS 8 was identified and recommended in the 2003 Wastewater Master Plan, a 2006 CIP Project Evaluation, and the 2012 Wastewater Master Plan.

 

The combination of an aging PS 8, capacity restrictions, and construction of the Wakarusa River Wastewater Treatment Plant warrants the need to intercept PS 8 flows and convey them south to the Lower Naismith Valley Interceptor, PS 10, and the Wakarusa WWTP.

 

The City received six (6) proposals from engineering firms describing their qualifications to perform engineering and design services associated with the project. The five-member selection committee has selected Black & Veatch.

 

The Engineering Services Agreement includes a scope of services for preliminary design and associated project management that will determine the alignment of the gravity sewer. Design, bid, and construction phase services will be determined based on the selected alignment. A supplemental Engineering Services Agreement for these services will require City Commission approval. The anticipated project schedule is provided in the table below.

Fiscal Impact (Amount/Source):

The recommended action will have a fiscal impact of $118,425, for preliminary engineering design services. Final design, bidding, and construction services will be subject of a future supplemental agreement at an estimated cost of $450,000. Total project cost for all construction and engineering is estimated at $4,610,000. The project was identified in the 2018 -2022 CIP (CIP# UT1892) with a total of $4,610,000 in fiscal years 2018 and 2019.
