Recommendations/Options/Action Requested:

 

Authorize the City Manager to Execute Supplemental Agreement No. 5 to the existing Engineering Services Agreement, in the amount of $619,742 with TREKK Design Group, LLC for CIP Project# UT9909, Rapid Inflow and Infiltration Reduction.

 

Executive Summary:

The 2012 Wastewater Master Plan and Capital Improvements Program recommended a Rapid Inflow and Infiltration Reduction Program within the area of the City that generally flows by gravity to the Kansas River Wastewater Treatment Plant (KRWWTP). This older area of the City has the largest influence on the peak wet weather flows at the KRWWTP due to its proximity to the plant and higher levels of inflow and infiltration. The goal of the program is to reduce wet weather inflow and infiltration into the sanitary sewer system in order to eliminate the need for large scale capacity expansion projects in the Burroughs’s Creek interceptors and the KRWWTP.

 

The Rapid Inflow and Infiltration Reduction Program has been ongoing since 2013 using a phased approach. Staff has negotiated an appropriate scope and fee for the next phase of the program. The total fee for this phase of services is $619,742 for a new contract amount of $4,206,633.

 

The scope for this Supplemental Agreement focuses private property I/I source identification in Phase 6 (Downtown Lawrence and surrounding residential neighborhoods). Program staff will further investigate and determine if sources identified during previously completed smoke testing are cost effective to disconnect from the sanitary sewer system. The Phase 6 scope of work includes the following:

 

  • Continuing the Private I/I Abatement Program which includes building inspections for 1250 buildings and 75 private sector dye tests
  • Private I/I disconnect program for 375 buildings
  • On-Call Public sanitary sewer system investigations includes 50 manhole inspections, 5 public sector dye tests, and 5,000 feet of CCTV inspections

 

Phase 6 public sector inspection and investigation is anticipated to begin in 2019 and will be completed under a future agreement.

Fiscal Impact (Amount/Source):

Executing the contract as recommended will have a fiscal impact of $619,742.60. Funding for this project comes from the 2017 revenue bond issue, and the project is included in the Department of Utilities 2018 Capital Improvement Plan as Rapid I/I Reduction Program (CIP# UT9909).
