This is a capital improvement project from the 2003 Waste Water Master Plan that is scheduled for completion in 2010.
Project History. The Utilities Department currently operates the 12.5 mgd Kaw Waste Water Treatment Plant. The 2003 Waste Water Master Plan has identified the need and timing for the construction of a 6.9 mgd waste water treatment plant along the Wakarusa River.
The Master Plan schedule for beginning the site evaluation was 2004 and the completion of the construction is scheduled for 2010. To that end, the site selection phase should begin soon, and as appropriate, alternate design and construction delivery methods evaluated to maintain the schedule as close to completion in 2010 as possible.
Project Status/Details. Engineering services being requested shall include evaluation of potential plant sites (including public comment and stakeholder input); the submittal of a site study for the recommended site to KDHE for approval; assistance with the procurement, zoning and permitting of the site; preliminary design report; final design services; and bid and construction phase services (including resident inspection). The initial contract will include all tasks required for the site evaluation; submittal to KDHE of the site study for the recommended site; and assistance with the procurement, zoning and permitting of the selected site. Assuming the successful completion of the siting phase, the City intends to negotiate a supplemental engineering services agreement for the preliminary design report, final design, bid, and construction phase services.
Project Funding. Funding for the site selection and engineering work will come from the non-bonded construction fund for 2005 – 2008. The construction work will require a future bond. The total budget provided in the 2003 Waste Water Master Plan for site selection and acquisition, engineering, and construction is $76,303,000.00.
Action Request. Utility Department staff requests approval from the City Commission to send out the RFP to engineering firms for the design services related to site selection and procurement, design, bid, and construction phase services for the Wakarusa Water Reclamation Facility.
