Date: July 20, 2005
Please place the following item on the City Commission agenda for consideration at their July 26, 2005 meeting:
Bids for Airport Improvement Project:
We opened bids on July 19th for the lighting system installation project at the Lawrence Municipal Airport. A summary of bids for this project and comparison with the engineer’s estimate is detailed below.
Project Background
The installation of lighting system improvements is a capital improvement project that is in the City’s Capital Improvement Budget as well as the airport’s master plan. This project will improve the lighting systems to runway 15-33 and taxiway A.
Project Funding
This project is eligible for federal grant funding via FAA entitlement and discretionary funds. An FAA grant will fund 95% and the City will be responsible for 5%. Bonding authority for this project was established via Resolution 6311, adopted by the City Commission May 2, 2001 for this and other previously completed airport improvement projects.
Project Status
As noted in the attached letter from ADG, the City’s engineering consultant for the project, four bids that were received for the replacement of medium intensity runway lighting system for Runway 15-33 and taxiway A:
Engineer’s Estimate $231,975.00
Huxtable & Assoc. Inc. 333,166.79
L&S Electric LLC 226,316.10
DACO Const. Co. Inc 212,996.00
Capitol Electric Const. Co. Inc 179,660.39
After review of the bids, the engineer has determined that Capitol Electric submitted a bid that meets the requirements and is qualified to construct this project and therefore recommends award of AIP Project No. 3-20-0047-12 to Capitol Electric Construction Company, Inc. Staff concurs with this recommendation, pending concurrence in award from FAA as well as completion of a successful grant agreement with FAA.
Commission Action
Approval is requested from the City Commission to authorize the City Manager to enter into a contract with Capitol Electric Construction Company, Inc. in the amount of $179,660.30, pending the aforementioned FAA actions. The City’s share of funding for the construction of this project will be $8,983.
