Project Description
The Bob Billings Parkway project involves the reconstruction of Bob Billings Parkway eastbound lanes between Kasold Drive and Crestline Drive. The street reconstruction will also include both eastbound and westbound lanes between Crestline Drive and Iowa Street. A 10” asphalt base with a 2” surface asphalt will be placed on top of 8” of aggregate base with underdrains. This project will tie into the ongoing Iowa & Bob Billings intersection project. Left turn lanes will be constructed in the medians throughout the corridor and a 6” concrete shared use path that is 10’ wide will be constructed on the south side of Bob Billings between Kasold Drive and Iowa Street. (see attached road construction plan sheets) Public Works Department designed this roadway reconstruction project in-house. City staff is currently working with KU endowment on a permanent easement for the multi-use path.
A city waterline replacement project will also be constructed in conjunction with the roadway improvements. This portion of the project is known as UT1105DS 2013 Watermain Relocation Program. Staff anticipated the ongoing need for the relocation and replacement of water distribution infrastructure due to conflicts with proposed street improvement projects, pipe age, reliability, water quality and capacity issues. The previous three years, 2009-2011, the program targeted the replacement of over 10,000 feet of 8” and 12” watermains along Iowa Street from 9th to University, Orchard Lane from Centennial to Iowa, Kentucky Street from 12th to 19th, 9th Street from Vermont to Tennessee, 18th Street from Tennessee to Kentucky and 13th Street from Tennessee to Vermont. Department Staff also self-performed several smaller watermain replacements during this period.
Department of Utilities Staff continuously evaluates the condition of the water distribution system based on the occurrence of mainbreaks, pipe material, pipe age, capacity, and fire protection needs. Based on these criteria, along with the criticality of the watermain within the system and the number of services affected, watermains are targeted for replacement. Relocations of existing watermains are prioritized and performed in conjunction with roadway reconstruction, mill and overlay, and KLINK funded improvements.
Staff have identified the relocation of the 1967 12” cast iron watermain on Bob Billings Parkway from Kasold Drive to Crestline, as shown on the attached map, for inclusion in the 2012-2013 program to be constructed concurrently with project PW1225 - Bob Billings Parkway Kasold to Crestline Drive (Eastbound Lanes) Reconstruction.
This project completes the reconstruction of Bob Billings Parkway between Kasold Drive and Iowa Street that was started two years ago when the westbound lanes and the intersection at Crestline Drive & Bob Billings were constructed.
Public Meeting
A public meeting was held on Wednesday, March 27, 2013 to discuss the details of this project. The meeting was set up to inform local business owners and residents about the project and to answer any questions about how the project may affect them. This project was also presented at the Public Works 2013 Construction Open House on February 13, 2013.
To address concerns from adjacent business owners, the city will make special construction signs to place on Kasold drive during construction that will list the businesses and apartment complex’s affected by the construction and provide direction to show the proper route to access those properties.
Project Funding
The 2012-2013 UT1105DS 2013 Watermain Relocation Program will be included in the Department of Utilities proposed Capital Improvement Projects and Rate Plans. The Capital Improvement Project budget has $1,423,300 allocated for the program.
The PW1225 project is being funded with $1,200,000 in Infrastructure Sales Tax Funds.
