Please include the following item on the City Commission agenda for consideration at the April 2, 2013 meeting:

Award Bid for Bid Number B1308, Project 12S008 Farmland Sanitary Sewer Improvements to the low bidder Amino Brothers Co., Inc. in the amount of $601,089.49 and authorize the City Manager to execute the contract.

 

Project Background

  • September 2010: The City took ownership of the former Farmland Industries nitrogen fertilizer production plant on Highway K-10.
  • 2011: The City began demolition of the abandoned structures on the site removing over 1600 tons of scrap metals.
  • February 2012: The City contracted with Bartlett & West Engineers to develop a Master Plan and infrastructure plans for the future industrial land use of the property.
  • May 2012: The City held meetings with neighbors and businesses to discuss the concept plan.
  • December 11, 2012:  The City Commission awarded the intersection improvements at O’Connell and K-10 including signalization and turn lanes into the Farmland site.
  • December 18, 2012: The City Commission approved the final plat.
  • January 31, 2013: Plat filed.
  • March 5, 2013: City Commission approves Resolution 7015 and 7016 establishing the Benefit District and Agreement to defer specials with Douglas County
  • March 19, 2013: Bid opening for infrastructure projects.

Project Details

The sanitary sewer improvements include 9,300 linear feet of sanitary sewer, demolition of Pump Station #13, and connection of the Pump Station #13 sanitary sewer service area to the new Farmland sanitary sewer system.

 

Project Status

On March 19, 2013 bids were received from the following five (5) bidders.  The bids were opened and the bids listed below publicly read aloud.  See the attached detailed bid tab.

Redford Construction                        $1,147,984.00*

Nowak Construction                            $694,139.61

Engineer’s Estimate                           $1,414,387.80

 

*The bid listed above for Redford Construction reflects the correct summation of the individual bid items; however, a bid of $1,148,044.00 was read aloud at the bid opening.

 

The low bidder, Amino Brothers, provided a list of previously completed projects of similar size and scope.  Department of Utilities staff contacted other utilities and engineers in the region listed as references by Amino Brothers, and those references have provided positive responses in regards to the quality of their work.  The Project Superintendent that Amino Brothers has indicated will be assigned to this project has over 30 years of underground utility installation experience. 

 

Based on a review of the bids and the qualifications of the low bidder, Department of Utilities staff recommend awarding the bid to the low bidder, Amino Brothers.

 

Project Funding

The improvements will be paid for through a special assessment benefit district.  All platted property is included within the Benefit District.  The method of assessment is based upon the square footage of the proposed improvements.  The City and Douglas County entered into an agreement to defer the special assessments on their property.

 

Action Request
