RE:

Sign agreement with Wilson & Company for professional services for 31st Street in an amount of $24,970.00.

 

 

Please include the following item on the City Commission Consent Agenda for consideration at the April 23, 2013 meeting.

 

Project History:  In 2006 the City received a Federal Earmark of $80,000 for the design of 31st Street from Haskell Avenue to O’Connell Road.

 

In 2008 the City Commission created a steering committee to develop an alignment and concept for 31st Street.

 

Late 2008 public meetings and City/County Commission meetings were held to discuss the alignment study options.

 

December 2008 the City Commission approved the alignment and design speed of 45 mph.

 

2009/2010 Plan development however had no funding for construction.

 

June 2011 KDOT announces the T-Works Program and the funding of the eastern leg of the South Lawrence Trafficway.

 

Spring 2012 City enters an agreement with KDOT to bid 31st Street.

 

Current Status:  Plans are being finalized.  The South Lawrence Trafficway (SLT) project has always included the relocation of a portion of 31st Street east of Haskell Avenue.  The City/State Agreement provided for the 31st Street project to be bid as a separate and independent project but along with the SLT, to benefit from the larger project scope for costs.  The City/State Agreement also enabled KDOT to acquire the right-of-way needed for 31st Street. 

 

The 31st Street project has approximately 4 acres of wetlands to mitigate.  In discussions with KDOT and the Corps of Engineers the City will acquire appropriate property from excess lands that KDOT has acquired.  The City is currently working with Roger Boyd to have these 4 acres added/transferred to the Baker Wetlands thus adding to the larger wetland project.

 

The City has already been through the public notice process for the Corps of Engineers permit.  The Corps of Engineers now requires a mitigation and management plan that must address any public comments received and a 12 point management plan.  To complete this work the City will need to hire Wilson & Company/Vireo.

 

The South Lawrence Trafficway and 31st Street will be bid this fall (2013).

 Action Request:  Authorize City Manager to sign an agreement with Wilson & Company for $24,970.00 for Professional Services for wetland mitigation for 31st Street from Haskell Avenue to O’Connell Road.
