Request from Johnson County for K-10 Connector Funding

 

Earlier this month, Johnson County submitted a request to the City of Lawrence to assist with funding the K-10 Connector bus route, which is operated by Johnson County, and functions between Lawrence and Johnson County.  The City of Lawrence has assisted with funding this route for the past several years in the amount of $120,000 per year.  Johnson County is requesting funding in the amount of $190,403 for 2018. 

 

As you know, we met yesterday with Johnson County administrative officials, including Hannes Zacharias, County Administrator, Penny Postoak Ferguson, Deputy County Administrator, and Josh Powers, Business Liaison for Johnson County.  During the meeting, the County expressed that its elected officials desire greater equity between Johnson County and the City of Lawrence regarding funding for the K-10 Connector route. 

 

The officials relayed that the total cost of service for the route is $1,243,453.  Backing out farebox, federal and state funding, the remaining cost is $445,191.  Assuming fifty percent (50%) of the riders are from Lawrence and fifty percent (50%) are from Johnson County and then applying a formula weighting ridership at eighty percent (80%) and population at twenty percent (20%), it would yield a cost split of $254,788 to Johnson County and $190,403 to the City of Lawrence.  (See attached calculation sheet.) 

 

You relayed that you would recommend to the Lawrence City Commission moving toward a position of greater equity over time.
