Department of Utilities to Complete Downtown Lawrence Sanitary Sewer Smoke Testing

 

The City of Lawrence Utilities Department, in conjunction with TREKK Design Group, LLC is planning on completing sanitary sewer smoke testing in the Downtown Lawrence Area on March 19th, March 20th, and March 21st, 2018 (Weather Dependent). The work will be completed during the 3 day period between 7:00 am and 10:00 am in staged sections. Each stage section is planned to be completed within a defined 45 minute time period.

 

This effort is part of the ongoing Ecoflow Rapid Rainwater Reduction Program’s objective of reducing the amount of rain and groundwater that enters the sanitary sewer system. Sanitary sewer smoke testing can quickly identify improperly connected public and private sources of rainwater compared to dye water testing and camera inspection.

 

An extensive public outreach and notification effort is planned for the two weeks leading up to the work. The outreach effort will include door-to-door notifications, press releases, emails, and direct mailings. The work will also be coordinated between other City Departments and outside agencies including the fire department, police department, emergency dispatch, adjacent neighborhood associations, Downtown Lawrence Inc., and Douglas County Judicial Center.

 

The on-site project team will be comprised of approximately 20 people with defined roles. This team will include representatives from TREKK Design Group, the Fire Department, and the Utilities Department.

 

All identified smoke sources will be documented with a combination of video, picture, and GPS technologies for further analysis and investigation. The documentation effort will include taking aerial video of the project area using a Phantom 4 Pro Unmanned Aerial Vehicle (UAV). Airspace authorization has been obtained from the Federal Aviation Administration (FAA) to complete this work. The attached certificate of waiver defines the flight area, altitude restrictions, on-site remote pilots, responsible parties, and other restrictions.

 

Additional details regarding planned notification, coordination, schedules, and staging is included in the attached Downtown Lawrence Smoke Testing Plan. Staging areas and associated scheduled work times are shown in the attached map. The FAA certificate of waiver for UAV flight authorization is included as the completed FAA Form 7711-1 UAS Part 107 Authorization.
