Recommendations/Options/Action Requested:

Adopt Resolution No. 7244, pertaining to the membership and term limits for the Transient Guest Tax Grant Program Advisory Board.

Executive Summary:

Resolution No. 7151, creating the Transient Guest Tax (TGT) Grant Program Advisory Board, was adopted on February 9, 2016. 

 

On September 19, 2017, Resolution No. 7224 was adopted which set forth standard policies and procedures relating to Advisory Boards and Committees and Commissions of the City of Lawrence.  Included in Resolution No. 7224, was the removal of City employees and City Commissioners as voting members on advisory boards.  The TGT Grant Program Advisory Board currently has one (1) representative of the City Commission and one (1) City employee as voting members of the board.  Adopting Resolution No. 7244 would remove the Commissioner and add an at-large position, making the total number of at-large positions two (2) with one (1) at-large member representing the arts and culture industry.  The City employee currently serving on the board is acting as the Lawrence Cultural Arts Commission (LCAC) representative.  The LCAC will appoint a new representative to serve in their place.

 

During our review of the TGT Grant program Advisory Board, it was found that the original Resolution No. 7151 did not address term limits, nor indicate when the existing terms would expire.  Included in Resolution No. 7244 are staggered term limits.  All current members were appointed March 2016. The following terms expirations are suggested:

 

·         Lawrence hotel industry rep – 05/31/18

·         Lawrence hotel industry rep – 05/31/19

·         Lawrence Cultural Arts Commission board member

·         eXplore Lawrence Governing Board member – 05/31/18

·         Lawrence arts and culture industry representative – 05/31/19

·         Community member (at-large) – 05/31/18

·         Community member (at-large) – 05/31/19

 

Since this was a new board that was established, the initial terms would count as first full terms.
