Recommendations/Options/Action Requested:

 

Approve a Special Use Permit, SUP-17-00697, for Bridge Haven, located at 1701 Research Park Drive and the property generally located northwest of Research Park Drive and W. 18th Street (known as 1601 Research Park Drive in GIS mapping) and adopt on first reading, Ordinance No. 9465. Submitted by Paul Werner Architect, for Beckmeisters LLC, property owner of record.

 

Executive Summary:

A Special Use Permit (SUP) application for an Extended Care Facility, General use was submitted by Paul Werner Architect, for Beckmeisters LLC, the property owner of record.

 

The property is zoned IBP (Industrial Business Park) District and the use is permitted in this district with approval of a Special Use Permit to insure compatibility with adjacent uses.  

 

In 2012, a Special Use Permit for the Extended Care Facility, General use was approved by the City Commission, allowing construction of two (2) buildings providing care to individuals suffering from Alzheimer’s disease in a residential type setting. This Special Use Permit application proposes construction of a third building similar in size and style of the existing buildings. The proposed development is compliant with the parking, landscape, and setback standards of the IBP District.

 

The overall parking for this use exceeds the minimum Land Development Code Standard. Staff received communications from nearby property owners that indicated Bridge Haven staff currently park along the side of Research Park Drive, which is legal, but does place vehicles on a collector road. While the current development meets the Code’s parking requirements of one (1) space per three (3) beds, the parking requirements do not address the parking needs of staff. The proposed development exceeds the minimum parking requirement by 29 parking spaces which would provide additional spaces for staff during shift changes.

 

In addition, staff also received communications regarding the location of trash receptacles. Currently, the facility uses roll-away carts that are placed in Research Park Drive on the day of trash collection. The Special Use Permit application proposes the addition of an on-site trash enclosure in lieu of the roll-away carts.

 

The subject properties include one platted lot and an unplatted parcel located to the south of the existing development. The Major Subdivision process to combine the two properties as one platted lot as begun. On April 23, 2018, the Planning Commission approved the Preliminary Plat. Administrative approval and recording of the Final Plat is required prior to development of the Special Use Permit Plan.

 

The Planning Commission considered this item at their April 23, 2018 meeting and voted unanimously to forward the Special Use Permit application to the City Commission with a recommendation for approval.
