Recommendations/Options/Action Requested:

 

Adopt Resolution No. 7246, declaring the City’s intent to issue General Obligation Bonds in the amount of $950,000 for the design and construction of Louisiana Street from 12th Street to 13th Street (CIP Project No. PW18E8), and improvements to 23rd Street from Massachusetts Street to Louisiana Street (CIP Project No. PW18E10).

 

Executive Summary:

This summer the City will complete two CIP projects that are partially funded with general obligation bonds; Louisiana Street from 12th to 13th and 23rd Street from Massachusetts to Louisiana. Final plan estimates for these projects are projected to exceed amounts previously adopted in the 2018 CIP Budget. The Louisiana Street project was budgeted for $350,000 in general obligation bonds. Bid averages from 2018 construction projects predict costs for this project to be higher than what was originally budgeted. Staff recommends increasing the budget by $100,000 for a budgeted amount of $450,000. 

 

The 23rd Street project was budgeted for $200,000 in general obligation bonds. Mill/overlay limits were extended by 1200 SY on the west end of the project and 5300 SY on the east end to include areas with known base failures. Full depth patching estimates have been increased to account for this added work. Sidewalk ramp repairs at the intersections of Louisiana St., Massachusetts St., New Hampshire St., Rhode Island St., and Barker Ave. have been added to the project scope as well. Some of these ramps in the corridor will require the installation of new pedestrian push button detectors. Additional easement acquisition for these sidewalk and ramp installations will be needed. Staff recommends increasing the budget by $300,000 for a new budgeted amount of $500,000 to complete the additional mill/overlay work and sidewalk repairs. These changes will formally occur with the 2018 budget amendment in July. The City has debt authority to issue these changes prior to the budget amendment.

 

Project details include:

 

·         CIP Project Number PW18E8 reconstruction of Louisiana Street between 12th Street and 13th Street.  This project is being constructed concurrently with the Oread Water Tank replacement project adjacent to Louisiana Street.

 

The University of Kansas is also constructing the final section of Jayhawk Boulevard and the storm sewer will tie into the Louisiana Street storm sewer system.  The University is participating in the cost for the upgrade to the storm sewer system in an amount of $100,000.  Staff is working with the University on an agreement for this project.  The City’s cost is $450,000 for Louisiana Street which will be funded with General Obligation Bonds.

 

·         CIP projects PW18E9 – 23rd Street mill & overlay from Iowa to Ousdahl, and PW18E10 – 23rd Street center turn lane from Massachusetts Street to Louisiana Street, are being consolidated and will also include the replacement of approximately 2,500 feet of 12 inch, 1950’s cast iron water main, from Louisiana Street to Barker Avenue (CIP Project Number UT9902). Combining these projects allows the City to mill & overlay 23rd Street after the water main is replaced and provide a uniform surface from Iowa to Learnard Avenue.  Sidewalks and ADA ramps are also included on the north and south sides of 23rd Street.  These projects are funded from multiple sources including:
