Approve the recommendation to prohibit parking on the east side of Massachusetts Street from North Park Street to 14th Street and the west side of Massachusetts Street from South Park Street to a point 250 feet south of 13th Street by adopting on first reading, Ordinance 9476, prohibiting parking. |

Executive Summary: |
In July 2016 the City Commission authorized staff to submit an application for FY2018/FY2019 Highway Safety Improvement Program (HSIP) funds for a two way left turn lane at 13th St and the addition of bike lanes from 11th to 14th St on Massachusetts Street. This was due to the number of crashes at the intersection, 11 reported in three years and three of those included pedestrians and bicycles.
The Highway Safety Improvement Program (HSIP) is administered by the Kansas Department of Transportation (KDOT) and its purpose is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. The City was awarded $100,000 of HSIP funds with a match of $50,000 of City funding for this project.
Massachusetts Street from 11th St to 14th St is approximately 47’ wide and currently has two lanes northbound and one lane southbound, except near 11th where one northbound lane becomes a right turn lane. Parking on the west side is permitted from 11th St to a point 250 feet south of 13th St. Parking on the east side is permitted from 11th St to North Park St at all times and from North Park St to 14th St from 6pm-7am Monday to Saturday and all day Sunday.
The project will eliminate one northbound travel lane, add a left turn lane at 13th St and add buffered bike lanes in each direction. Parking on the west side will be maintained from 11th St to South Park St due to the proximity to downtown and South Park. Parking will be eliminated on the west side from South Park St to a point 250 feet south of 13th St. Parking on the east side will be maintained from 11th St to North Park St. Parking would be restricted at all times on the east side from North Park St to 14th St (see attached parking exhibit). Staff conducted a parking study for one week along this corridor and did not see any vehicles utilizing the parking that is proposed to be eliminated.
The bike lanes will be a minimum of 5’ (varies throughout the corridor) with an additional 2’ painted buffer. There will also be a 1.5’ buffer between the on street parking and the bike lane to align the center of the bike lane outside of the door swing area for the parked cars. The bike lanes will include green pavement markings at street crossings to draw attention to the presence of a bike lane. A bike box will be provided in the southbound direction at 14th St. The street maintenance contract with Sunflower Paving will complete pavement patching and microsurfacing in advance of this project.
This project was presented to the Transportation Commission at their May 7, 2018 meeting. Staff and the consultant (Bartlett & West) presented the proposed layout. Letters were mailed to property owners and occupants along Massachusetts Street from 11th St to 15th St to notify them of the meeting. The plan was also discussed with USD 497 due to the proximity to Liberty Memorial Central Middle School. Staff did not receive any correspondence from residents regarding the project. Three residents showed up to the Transportation Commission and were supportive of the project, however, one would prefer the project scope be expanded to include a protected bike lane all the way to 23rd St. The Transportation Commission was supportive of the project. They voted 7-1 to recommend approval of the project; Commissioner Hurt voted “no” citing his concern with establishing a bike lane adjacent to the angled parking area at the businesses just north of 14th Street.
