Update on Police Department Body Worn Cameras – Added 06/18/18
On September 30th, 2017, a federal grant in the amount of $231,000 was received toward a Body Worn Camera Policy and Implementation program. As part of the grant, the City of Lawrence approved matching funds from a Capital Improvement Plan (CIP#: PD1805CIP) toward the Body Worn Camera program in the amount of $231,000. The Lawrence Police Department body worn camera process continues to progress forward. In late March of 2018 three members of the Lawrence Police Department working on the body worn camera project attended a mandatory National Body Worn Camera conference in Washington D.C. hosted by the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance. Department members have also participated in numerous webinars and training sessions sponsored by the Bureau of Justice Assistance in reference to body worn camera topics.
As part of the federal grant that was awarded to the Lawrence Police Department, the Department of Justice requires a well thought out and comprehensive policy development process. In order to assist with this process, the police department was assigned a subject matter expert to assist with policy development by the Department of Justice. The first policy draft was submitted in March 2018 to the Department of Justice subject matter expert for review and revision. Community members will be engaged for discussion as the program develops.
Interviews have also been held for the position of Body Worn Camera IT Technician, it is expected for this individual to be hired by July 1, 2018. The Body Worn Camera IT Technician has been funded for a total of $44,779.00 including benefits for the 2018 budget beginning on July 1, 2018.

2018 Budget Adjustments
At the work session on June 12, 2018, the City Commission requested additional information on 2018 budget adjustments. Explanations for each proposed 2018 budget adjustment are outlined in the attached memo.
2017 Comprehensive Annual Financial Report
Staff and the City independent auditors will present the 2017 Comprehensive Annual Financial Report (CAFR) on Tuesday, July 10th at the City Commission Work Session.
In order for the City Commission to have time to review before the meeting, staff will post the 2017 CAFR Report on Friday, June 15th on the Finance Accounting page here.
Monthly Utility Billing Report
Attached is the May 2018 Utility Billing Report.
May 2018 Sales Tax Report
The May 2018 Sales Tax Report has been posted on the Finance Department’s site, https://lawrenceks.org/finance/accounting/sales-tax/. The report shows year-to-date sales tax revenues saw a 2.5% increase over the same period in 2017. May 2018 also saw a 10.15% increase over the same month in 2017.
