Executive Summary: |
On May 15, 2018, the City Commission voted to receive a request from the WOC to install a mural on the Lawrence Public Library and direct staff to work with the WOC on next steps in the process and bring back to the City Commission for consideration on July 10.
In accordance with Resolution No. 7140, The Lawrence Cultural Arts Commission (LCAC) is designated to review mural proposals within the city. The mural is proposed to be painted on the city-owned Library building as a donation to the City so the LCAC referenced both the Mural Review Criteria and Administrative Policy 81 – Donated Art Guidelines for their review.
At their monthly meeting on June 13, the LCAC received the final presentation of the WAK’Ó MUJERES PHỤ NỮ WOMXN MURAL, reviewed the mural proposal, and voted to approve (6-0-1) the proposed mural pending receipt of the detailed budget, documentation from neighborhood/community groups, and a response from the Library architect.
The Chair of the LCAC, Kate Dineen, prepared a letter on behalf of the LCAC describing the review process and some of the practical concerns expressed by the LCAC.
At their monthly meeting on June 21, the Historic Resources Commission reviewed the mural proposal for Certificate of Appropriateness and Downtown Design Guidelines Review and approved (7-0) it with the recommendation to the City Commission that the inappropriate removal of the mural has the potential to cause irreversible damage to the character defining board formed concrete element of the library.
On July 2, 2018, Kevan Vick, Chair of the Library Board of Trustees, sent a letter to the City expressing support for the mural project but, in response to the HRC recommendation, requesting that the mural be painted on panels rather than directly on the walls of the Library so as not to irreversibly damage the defining board formed concrete element of the walls.
A draft copy of the Public Mural Agreement between the City and Connie Fiorella Fitzpatrick is attached which describes the responsibilities of the Artist and the City related to copyright, ownership, maintenance and, if necessary in the future, deaccession. |
