Recommendations/Options/Action Requested:

 

Authorize staff to make a formal request of Douglas County to financially contribute to specific capital expenditures related to the 2019 budget.

 

Executive Summary:

There are a number of capital expenditures in the 2019 budget that were budgeted assuming financial contributions from the County. Staff requests the City Commissions support to submit a formal letter to Douglas County requesting their participation in specific capital improvements. If approved, staff will proceed with formalizing agreements for the following capital projects.

 

Several Fire/Medical Capital Improvement Plan (CIP) items assumed County participation. The City requests the County fund 25.64% of these expenditures in accordance with the 1996 Cooperation Agreement signed between the City and County that established funding levels.

 

Additionally, the City requests the County participate in funding two CIP projects related to the Community Health Facility. The City is requesting the County pay 50% of the costs of improvements pursuant to an interlocal cooperation agreement signed in 1996 that established funding levels.

 

Finally, the City requests participation from the County for improvements to 19th Street from Harper to O’Connell. The City requests the County pay 30% of the total project cost based on the frontage of the Douglas County Fairgrounds to the improvements.

 

If the County does not agree to participate in funding these projects, staff will need to reevaluate the project and it may cause delays to the project or other projects depending on cash flows and budget authority.

Fiscal Impact (Amount/Source):

There is no financial impact to submitting the letter to the County. However, if agreements are signed by the City and County in accordance with the City’s recommended funding level, approximately $2,190,660 would be collected from the County in 2019.
