Provide direction on 2017 CDBG funded speed humps on Walnut and Elm.

 

 

Executive Summary:

In November 2016 Ted Boyle of North Lawrence Improvement Association (NLIA) applied for CDBG funds for one speed hump in the 700 block of Walnut and one in the 700 block of Elm.  Mark Theil from Public Works supplied a letter with the application saying that city maintenance crews would construct the speed humps.  The letter stipulated that the locations had to go through the Traffic Safety Commission (now Transportation Commission) for approval and that the locations would require adjacent property owners concurrence.   These locations were never requested as required by the Traffic Calming Policy and are not on the approved Traffic Calming list.  At the beginning of this year staff started to review the existing Traffic Calming Policy and has determined that a broader policy needs to be developed to have the desired effect on traffic safety community wide.  The existing policy of building speed humps street by street has not had an overall impact on the community and is not sustainable. There is a moratorium in place while a new policy is developed.  Since the moratorium has been in place staff has received several requests for locations to be evaluated under the traffic calming policy.  The residents have been informed of the moratorium and the reason it is in place.

 

The staff would like a recommendation on how to handle the speed humps on Walnut and Elm.  The options available are:

·         The staff recommendation is to process the request for speed humps on Walnut and Elm once the new policy is in place.  This would be consistent with other requests that have been received since the moratorium went into effect.  The CDBG funds can be held until the locations are approved and is in no danger of being lost.

·         The CDBG money for the two speed humps can be moved to a location that is already on the approved traffic calming list but is not funded.  3rd Street from Lyon to North has been on the list since January of 2017. 

·         City Commission can direct staff to construct the speed humps on Walnut and Elm.

 

Cost of speed humps

The letter from Mark Thiel quoted an approximate cost of $3500 per speed humps for the City to construct the speed humps in house.  Since the letter was written City staff has been directed to recoup labor and equipment costs in addition to materials for work performed.  The cost for City crews to install speed humps is now approximately $6000-$7000.  The Community Development Division and Public Works will work together to ensure that the two speed humps that have already been committed to can be constructed and reimbursed appropriately. 

 

Going forward City staff would like all CDBG funded speed humps to be bid and constructed by a contractor.  This will raise the price to approximately $8000 per speed hump, this has been taken into account for the 2018 CDBG requests from NLIA.  All CDBG funded improvements will be grouped into one bid package annually.  The CDBG funds come with requirements that could potentially add additional cost to the construction, therefore, we do not want to bid them with the other locally funded traffic calming projects (including Lincoln Street).  The City is slated to receive CDBG funds this year for other projects and grouping the North Lawrence CDBG speed humps with that bid package should yield better economies of scale.
