Recommendations/Options/Action Requested:

 

Adopt on second reading, Ordinance No. 9483, designating Missouri Street, Arkansas Street, Lincoln Street, East 13th Street and West 24th Street, within the corporate limits of the City, as major or main trafficways.

 

Provide direction regarding request for one speed hump in the 700 block of Walnut Street and one speed hump in the 700 block of Elm Street.

 

 

Executive Summary:

The 2018 Traffic Calming (CIP# PW178) projects were approved at the June 12, 2018 City Commission meeting. These projects are funded by General Obligation Bonds. In order to issue debt for street improvements, the City must first adopt an ordinance designating the streets as main trafficways. 

 

Ordinance No. 9483, designating the subject streets as main trafficways, was adopted on first reading at the June 12, 2018 City Commission meeting. The ordinance was scheduled for adoption on second reading during the June 19, 2018 Commission meeting, but action was deferred due to a number of questions. Ted Boyle, representing North Lawrence Improvement Association, expressed concerns about the designation of Lincoln Street as a main trafficway. Mr. Boyle also stated that NLIA was awarded funds through the Community Development Block Grant (CDBG) program that could be used for the Lincoln Street traffic calming project, therefore, debt does not need to be issued for the project and the designation as a main trafficway is not necessary.

 

The Commission asked City staff to prepare a response to the issues raised, particularly addressing 1) The implications of the main trafficway designation, and 2) Whether or not CDBG funding is available for the Lincoln Street project. City staff members, Danelle Dresslar, Tony Hoch, Charles Soules, Amanda Sahin and Brandon McGuire, met with Mr. Boyle on Monday, July 2nd to further discuss these questions. Detailed reports regarding the two main issues are provided as attachments to this memo. City staff will be available at the July 10th Commission meeting to answer any additional questions about these matters.

 

In summation, CDBG funds were not awarded for the Lincoln Street project and the debt issuance is needed for this, and of the other traffic calming projects to move forward this year. Staff recommends adoption of Ordinance No. 9483 on second reading.

 

Additional Issue

An additional matter was discussed in City staff’s meeting with Mr. Boyle. NLIA was awarded 2017 CDBG funding for two speed humps on other streets, one in the 700 block of Walnut and one in the 700 block of Elm. NLIA would like the City to move forward with these two projects. These funds were awarded with the stipulation that the speed hump requests be submitted for evaluation through the traffic calming review process. The requests, however, were not submitted and have not been evaluated to determine if they meet the warrants of the current Traffic Calming Policy. There is currently a moratorium on traffic calming requests, so City staff requests the Commission’s direction on how to proceed with NLIA’s request regarding these two CDBG funded speed humps.

 

The options available are:

1.    The City Commission can direct staff to construct the speed humps on Walnut and Elm.

2.    The CDBG money for the two speed humps can be moved to a location that is already on the approved traffic calming list but is not funded. A request for traffic calming on 3rd Street, from Lyon to North, has been on the list since January of 2017.

3.    Staff recommends processing the request for speed humps on Walnut and Elm following adoption of a new traffic safety policy. This is consistent with other requests that have been received since enactment of the moratorium. The CDBG funds can be held until the locations receive approval through the traffic safety review process.

Adoption of Ordinance No. 9483 will have no fiscal impact on the City but will enable the issuance of debt for the 2018 traffic calming projects.
