Executive Summary: |
A site plan was recently submitted to convert the vacant building at 1519 W. 23rd Street into a dog day care use, which would be classified as a Kennel with accessory Sales and Grooming and office uses. The site plan proposes an outdoor play area of approximately 3,369 square feet to be surfaced with artificial turf.
City Code requires any use of artificial turf to be approved by the City Commission. Section 18-402 states that it may be installed if: · It is of limited, small scale use; and · After application is made for such use to the Lawrence-Douglas County Planning Department and approved by the City Commission.
This is a commercial application of artificial turf in a limited area, a fenced play area at the rear of the building. The applicant has indicated they propose the use of turf as it is difficult to maintain grass with the heavy use in the play area. They noted that employees will clean pet excrement from the artificial turf immediately with a vacuum system and will clean the turf daily with a pet cleaner.
Stormwater management measures will be required with the site plan to prevent stormwater pollution. These measures would include: the frequent collection and disposal of solid waste, frequent cleaning of the play area, and the collection and discharge of wastewater from the outdoor play area to the sanitary sewer system.
