Recommendations/Options/Action Requested:

Award Bid No. B1821, Taxiway C Reconstruction, CIP#PW17A2, at the Lawrence Municipal Airport to Freeman Concrete Construction LLC in an amount of $145,101.35.

Award Bid No. B1822, Apron Reconstruction, CIP#PW17A3, at the Lawrence Municipal Airport to Freeman Concrete Construction LLC in an amount of $125,255.50.

Authorize the City Manager to sign agreements with BG Consultants for Construction Engineering Services (inspection) for the Taxiway C Reconstruction project in an amount of $9,675.00 and for the Apron Repair project in an amount of $8,575.00.

Executive Summary:

The City received 2 grants from KDOT for these projects. The grants provide for 90% funding from KDOT for construction and construction engineering services. Both projects are full depth pavement removal and replacement. The University of Kansas is sharing the matching funds needed for the apron repair project.

These two projects were previously identified as priority projects, and the grant applications were submitted, prior to the 2017 Budget. As a result, the projects are not listed in either the 2017 or 2018 CIP. The 2018 budget does however include $20,000 for the rehabilitation of T-hanger Taxilanes (CIP# PW18A8). Sufficient funds are available in the airport operating budget (Airport Fund) for the additional $2,069.15. In lieu of completing CIP# PW18A8 this year, we recommend proceeding with the Taxiway C and Apron Reconstruction projects in order to utilize the Kansas Department of Transportation grants which provides 90 percent of the projects’ funding.

The total fiscal impact is $22,069.15 ($15,477.63 for Taxiway C and $6,591.53 for the Apron Repair). The projects will be funded out of the Airport Fund.
