A. RECOGNITION/PROCLAMATION/PRESENTATION:
1. None.
B. CONSENT AGENDA:
NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
1. Approve City Commission meeting minutes from 11/27/12, 12/04/12, and 12/11/12.
2. Receive minutes from various boards and commissions:
Board of Zoning Appeals meeting of 11/01/12
Homeless Issues Advisory Committee meeting of 11/13/12
Planning Commission meetings of 10/22-24/12 and 11/12/12
3. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
4. Approve licenses as recommended by the City Clerk’s Office.
5. Approve appointments as recommended by the Mayor.
6. Bid and purchase items:
a) Award the bid for the comprehensive rehabilitation project at 133 Florida Street to T & J Holdings, Inc. for $19,450 for the base bid, $660 for Alternate #1, $2,100 for Alternate #2 and $1,750 for Alternate #3, for a total contract price of $23,960. Bid Memo
7. Adopt on second and final reading, Ordinance No. 8828, pertaining to separate restroom facilities for carryout fast food establishments.
8. Authorize the City Manager to execute a Utility Agreement with Secretary of Transportation of the State of Kansas, Baldwin City, and Rural Water District No. 4 in association with Highway No. 10 Improvements. Staff Memo & Attachments
9. Authorize the City Manager to execute an Extension of Lease Agreement with the Shelter, Inc., for City owned property commonly located at 342 Missouri. Staff Memo & Attachments
10. Receive a request from the Lawrence Farmers Market to move the weekday markets to the public right-of-way located on the west side of the 800 block of Rhode Island Street. Refer to staff for a report. Staff Memo & Attachments
11. Authorize ARRA grant submission and city matching funds for natural gas filling station for city vehicles to be located on city facilities at 11th and Haskell (added 12/28/12). Staff Memo
C. CITY MANAGER’S REPORT: None.

I. CURRENT VACANCIES – BOARDS/COMMISSIONS:

150th Anniversary Advisory Committee:
This is a new committee that shall have nine (9) members and will be tasked with advising the City Commission on the implementation of the 150th Anniversary schedule of events and to recognize the 150th Anniversary of the August 21, 1863 raid on the City of Lawrence by Quantrill and his followers.
Two vacancies for positions that expired 05/31/12.
Board of Zoning Appeals/Sign Code Board of Appeals:
One vacancy for a position that expires 09/30/13.
Building Code Board of Appeals:
One position expires 12/31/12 and is eligible for reappointment to an additional term.
Community Development Advisory Committee:
One vacancy for a position that expired 09/30/12.
Downtown Task Force:
Appointment of seven to eleven members available on this newly formed task force.
Electrical Code Board of Appeals:
One vacancy for a position that expired 03/31/12. Eligibility requirements exist for this board.
Homeless Issues Advisory Committee:
Four positions expire 12/31/12. Three are eligible for reappointment and one will become vacant.
Two vacancies for positions that expired 09/30/12. One vacancy for a position that expires 09/30/14.
One position expires 09/30/12 and is eligible for reappointment to an additional term.
Three vacancies for positions that expire 11/30/12, and one vacancy for a position that expires 11/30/13. Three positions that expired 11/30/12 are eligible for reappointment.
Lawrence Citizen Advisory Board:
One vacancy for a position that expired 03/01/12.
Lawrence Douglas County Advocacy Council on Aging:
One vacancy on this board.
One vacancy for a position that expires 04/30/14.
Two positions expire 12/31/12 with one being eligible for reappointment to additional terms and one becoming vacant.
Sustainability Advisory Board:
One vacancy for a position that expires 12/31/13.
