A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim Thursday, October 15 14 as “LIGHTS ON AFTER SCHOOL.”

 

2.       Proclaim the month of October as “NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH.”

 

3.       Proclaim the week of November 14 – 20 as “HUNGER AND HOMELESS AWARENESS WEEK” and October 13 – 14 as “THE KANSAS STATEWIDE HOMELESS SUMMIT.”

 

 

 

B.        CONSENT AGENDA:

a)       Award bid #0429 to E-Z-Go for golf car lease and maintenance agreement in the amount of $45,405.08 (Municipal Golf Course Fund).   Staff Memo

 

7.       Adopt Ordinance No. 7835, annexing approximately 1 acre generally located north of Riverridge Road and east of North Iowa (John Joyce tract).  The property owner has requested annexation and the Department of Utilities recommends the annexation to allow the property owner to connect to City water service.   Ordinance 7835   Area Map

 

8.       Adopt the following ordinance(s) on second and final reading:

 

a)       Ordinance No. 7793, rezoning [Z-03-17-04] [Z-03-13-04]a tract of land approximately 2.73 acres from A (Agricultural) District to RM-1 (Multiple-Family Residential) District.  The property is generally described as being located south of Overland Drive and east of E 1000 (Queens) Road.  Submitted by The Peridian Group, for C.F.M., L.L.C., property owners of record.

 

b)       Ordinance No. 7830, rezoning [Z-07-27-04] two tracts of land; one approximately .32 acre and the second approximately .26 acre form M-3 (Intensive Industrial) District to C-5 (Limited Commercial) District.  The property is generally described as being located at 642-646 Locust Street and 645 Locust Street.  Submitted by Paul Werner Architects for D & D Rentals, property owners of record.

 

c)       Ordinance No. 7709, rezoning [Z-08-25-03] a tract of land approximately 1.0181 acres from A (Agricultural) District to PRD-2 (Planned Residential Development) District.  The property is generally described as being located 1,000 feet south of W. 6th Street and west of Folks Road (extended).  Submitted by The Peridian Group, Inc., for Consolidated Properties, Inc., property owner of record.

 

9.       Adopt findings of fact; approve rezoning requests; authorize drafting of ordinances for placement on future agenda:

 

a)       Z-07-30-04:  A request to rezone a tract of land approximately 0.9997 acre from A (Agricultural) District to RS-2 (Single-Family Residential) District.  The property is generally described as being located on the east side of Folks Road, south of W. c)       Z-08-41-04:  A request to rezone property in the Western Hills neighborhood from RS-1 (Single-Family Residence) District to RS-E (Single-Family Residence Estate) District. This item was initiated by the Lawrence City Commission on August 24, 2004 based on a request by the majority of property owners in the Western Hills neighborhood.  (Item 7; PC approved 9-0 on 9/22/04.)

d)       Z-08-33-04:  A request to rezone a tract of land approximately 1.33 acre from PCD-2 (with restrictions) (Planned Commercial Development) District to PCD-2 (with revised use restrictions) (Planned Commercial Development) District to include auto sales in an enclosed building.  The property is generally described as being located at the southeast corner of W. 6th Street and Comet Lane.  Submitted by Landplan Engineering, P.A., for David A. and Lisa L. 10.     Approve Preliminary Development Plan Subject to Conditions and Use Restrictions:

 

a)       PDP-08-08-04:  Preliminary Development Plan for 6th & Monterey PCD, for revisions to Phase C-1A. The commercial development proposes permitting auto sales in an enclosed building.  This development contains approximately 20.87 acres.  The property is generally described as being located at the southeast corner of W. 6th Street and Comet Lane.  Submitted by Landplan Engineering, P.A., for David A. and Lisa L. 11.     Receive Notice of Intent from Kansas Development Finance Authority concerning University of Kansas Athletic Corporation Refunding Revenue Bond Project.   Take no further action with the notice. KDFA Letter

ACTION:      Sign letter of agreement, if appropriate. 

 

2.       Consider approving CPA-2004-01 and receive Planning Commission recommendation to amend Comprehensive Plan (Horizon 2020) to amend the Major Thoroughfares Maps (Figures 14 & 15) to designate two additional east-west arterials along the general alignment of the extension of Peterson Road west to George Williams Way and the extension of Stetson Drive to Wakarusa Drive on the Major Thoroughfares Maps.  Initiated by the Planning Commission at their June meeting.  (Item 17; PC approved 5-3 on 9/22/04.)
