NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Community Development Advisory Committee meetings of 11/08/12 and 01/10/13

Lawrence Douglas County Bicycle Advisory Committee meeting of 01/15/13

Hospital Board meeting of 01/16/13

 

2.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

3.       Bid and purchase items:

 

a)       Set bid opening date of 03/12/13 for the 2013 district mowing contracts.   Staff Memo

 

b)       Approve sale of surplus equipment on Gov Deals.   Staff Memo

 

c)       Award bid for the Pennsylvania Street, 8th to 9th Streets, Brick Street Reconstruction, and 9th Street, Pennsylvania to Delaware Streets, Concrete Reconstruction, Project No. PW1220, Bid No. B1303, to R. D. Johnson Excavating Company, Inc., for a total amount of $608,964.18, provided the contractor can meet the terms established in the contract documents.   Bid Memo & Attachments

d)       Authorize the City Manager to execute an agreement with KanRen for a one-year contract for $22,800.00 for 100MB bi-directional Internet services for the City of Lawrence.   Staff Memo

4.       Adopt Resolution No. 7017, establishing a cultural district task force.   Staff Memo & Attachments

 

5.       Approve a temporary use of public right-of-way permit for the closure of Massachusetts Street from 11th Street to 13th Street from 6:00 a.m. – 6:00 p.m. on Saturday, September 28, 2013, for the Rev it Up Hot Rod Hullaballoo, as well as the use of parking along North Park Street and New Hampshire Street adjacent to South Park.   Staff Memo & Attachments

 

6.       Authorize the City Manager to execute a First Amendment to Agreement with Sprint Communications Company, L.P., a Delaware limited partnership, allowing Sprint to maintain existing fiber optic cables and facilities located underground in the City's right of way through December 31, 2023, for a one-time payment of Two Thousand Dollars ($2,000), all in accordance with the terms of the Agreement and First Amendment to Agreement.   Staff Memo & Attachments

 

7.       Authorize staff to finalize a scope of services with CTC Technology & Energy, to complete a report about community technology infrastructure conditions, needs, and possible future actions for consideration, in an amount not to exceed $24,000.   Staff Memo & Attachments

 

8.       Approve submitting a letter of interest on behalf of the City of Lawrence, the Lawrence Arts Center and Callahan Creek to the Kansas Creative Arts Industries Commission’s Creative Economy Project Support program due March 6, 2013 requesting grant assistance in the amount of $75,000 to support the development of a cultural plan for Lawrence and the development and production of marketing materials to support the Cultural District and the recommendations supported in the cultural plan.   Staff Memo & Attachments

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

D.        REGULAR AGENDA ITEMS:          

 

1.       Consider a request from the Lawrence Farmers Market to use parking stalls in city parking lot #8 (west side of 800 block of New Hampshire) and/or adjacent public right-of-way for the Tuesday markets.   Staff Report & Attachments

 

Action:         Direct staff to negotiate an agreement with the Lawrence Farmers Market for use of city property and/or right-of-way, if appropriate.

 

 

2.       Consider authorizing the Mayor to execute an agreement with the Kansas Department of Transportation for the 9th Street, Tennessee Street to Kentucky Street improvements and consider adopting on first reading, Ordinance No. 8815, removing street parking on the south side of 9th Street, between Tennessee and Kentucky Streets.  Staff Memo & Attachments

The City Manager Evaluation will be held Monday, February 25, 3:00 – 5:00 p.m. in the City Manager’s Conference Room.  The City Commission recessed the February 19 City Commission meeting and will reconvene at 3:00 p.m. in the City Commission Room, and then recess into executive session for the purpose of discussing non-elected personnel matters.

 

·         Public Incentive Review Committee meeting, Tuesday, February 26 at 4:00 p.m. Location: City Commission Room, First Floor, City Hall.

 

·         City Commission meeting scheduled for Tuesday, March 19 is canceled due to Spring Break.

 

·         Commissioners are invited to attend a retirement reception for Margene Swarts, Wednesday, March 20, 4:00 – 6:00 p.m.  Location:  Lawrence Arts Center.   Invitation

 

·         Joint Economic Development Council meeting, Friday, April 12, 7:30 a.m.  Location:  City Commission Room, First Floor, City Hall.

150th Anniversary Advisory Committee:

This is a new committee that shall have nine (9) members and will be tasked with advising the City Commission on the implementation of the 150th Anniversary schedule of events and to recognize the 150th Anniversary of the August 21, 1863 raid on the City of Lawrence by Quantrill and his followers.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/12.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/12.  Eligibility requirements exist for this board.

 

Historic Resources Commission:

One position will become vacant on 03/01/12.  Eligibility requirements exist for this board.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/12.  One vacancy for a position that expires 09/30/14.

 

Jayhawk Area Agency on Aging:

Two vacancies on the Advisory Council, one expiring 09/30/13 and one expiring 09/30/14.
