A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Recognition of Lawrence Sister City, Iniades Greece, delegation.

 

2.       Presentation of the 2013 Lawrence Cultural Arts Commission Community Art Grant Awards.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Aviation Advisory Board meeting of 04/10/13

Sustainability Advisory Board meeting of 04/10/13

 

2.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

3.       Approve appointments as recommended by the Mayor.

 

4.       Bid and purchase items:

 

a)       Set bid date of June 18, 2013, for the KLINK, Iowa Street – 29th Street to South City Limits, Project No. PW1301, Bid No. B1337.   Staff Memo & Attachments

 

b)       Set Bid Date of June 18, 2013 for Bid Number B1335 Projects UT1201 – 2012 to 2015 Electrical Improvements Program and UT1202 - 2012 Mechanical Improvements Program Contract 2.   Staff Memo

 

c)       Authorize the City Manager to execute Change Order No. 1, in the amount of $24,777.55, to the construction contract with Schmidtlein Excavating, Inc., for Project UT0922CS - Airport Area Sanitary Sewer Improvements.   Staff Memo & Attachments

 

5.       Adopt the following ordinances on second and final reading:

 

a)       Ordinance No. 8863, allowing the possession and consumption of alcoholic liquor on certain public rights-of-way at the Arts Center Street Final Friday/Art Tougeau Parade decorating event, the Art Tougeau Parade After Party event, the Tour of Lawrence, and the Bike MS event, in downtown Lawrence at various dates in 2013.

 

b)       Ordinance No. 8865, approving a revised South Area Redevelopment Project Plan for the Ninth and New Hampshire Redevelopment District, authorizing corresponding changes in the redevelopment agreement.

 

c)       Ordinance No. 8866, allowing the possession and consumption of alcohol on the public right-of-way on the 100 block of E 7th Street and the 100 block of E 8th Street during the Lawrence Busker Festival, August 23-25, 2013.

 

6.       Authorize the City Manager to sign a purchase order for a supplemental agreement with Landplan Engineering for professional services, in the amount of $38,900, for Project Number PW1135, 6th and Iowa Street Intersection, Geometric Improvements, Westbound Turn Lane.   Staff Memo & Attachments

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

D.        REGULAR AGENDA ITEMS:          

 

1.       Consider adopting the 2013-2017 Consolidated Plan and 2013 Investment Summary and consider adopting Resolution No. 7024, authorizing the Mayor to execute agreements for the 2013 CDBG and HOME programs and other such documents as may be required to be submitted to the U.S. Department of Housing and Urban Development for such programs.    Staff Memo & Attachments

 

ACTION:      Adopt the 2013-2017 Consolidated Plan and 2013 Investment Summary and adopt Resolution No. 7024, authorizing the Mayor to execute the agreements for the 2013 CDBG and HOME programs, if appropriate.

 

2.       Consider the following items related to the recreation center at Rock Chalk Park, the issuance of debt for the recreation center, and the issuance of debt related to Water and Wastewater Master Plan improvements:

a)       Consider awarding bid for the construction of the recreation facility located at Rock Chalk Park to the low bidder,  Gene Fritzel Construction, for $10,500,000, provided the contractor can meet the specifications outlined in the bid process;   Bid Summary    Bid Results Review Letter   Memo from Public Works Regarding Infrastructure - Added 05/21/13   Memo from Gould Evans Regarding Recreation Center Bids - Added 05/21/13   Letter and Spreadsheet from CP Sports and KBS Contractors Regarding Recreation Center Bids - Added 05/21/13

b)       Consider adopting Resolution No. 7009, authorizing main trafficway improvements for streets to be improved as part of the Rock Chalk Park project;

c)       Consider adopting Resolution No. 7025, authorizing the sale of Series I and Series II General Obligation Temporary Notes; and

d)       Consider adopting Resolution No. 7026, establishing the maximum annual bonding amount for water, sewer, and public improvements, pursuant to Charter Ordinance No. 27, at $38,500,000.

 

ACTION:      Award bid for the construction of the recreation facility located at Rock Chalk Park to Gene Fritzel Construction for $10,500,000, and adopt Resolution No. 7009, Resolution No. 7025, and Resolution No. 7026, if appropriate.

150th Anniversary Advisory Committee:

This is a new committee that shall have nine (9) members and will be tasked with advising the City Commission on the implementation of the 150th Anniversary schedule of events and to recognize the 150th Anniversary of the August 21, 1863 raid on the City of Lawrence by Quantrill and his followers.

 

Community Development Advisory Committee:

Two vacancies for positions that expire 09/30/13 and 09/30/15.  Eligibility requirements exist for this board.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/12.  Eligibility requirements exist for this board.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/12.  One vacancy for a position that expires 09/30/14.

 

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council for a position that expires 09/30/14.

 

Lawrence Alliance:

Two vacancies for positions that expired 11/30/12.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy on this board.

 

Lawrence Douglas County Metropolitan Planning Commission:

Two positions expire 05/31/13, with one being eligible for reappointment to an additional term and one position becoming vacant.

 

Public Incentive Review Committee:

One vacancy for a position that expires 01/31/14.  Eligibility requirements exist for this board.

 

Sales Tax Audit Committee:

One vacancy for a position that expires 04/30/14.
