A. RECOGNITION/PROCLAMATION/PRESENTATION:

5. Bid and purchase items:

b) Set bid opening date of November 9, 2004 for the Comprehensive Rehabilitation program for 811 E 11th Street and 2236 East Drive.

6. Adopt the following ordinance(s) on first reading:
a) Ordinance No. 7832 rezoning [Z-08-30B-01] a tract of land approximately 20.0294 acres from A (Agricultural) District to PRD-2 (Planned Residential Development) District. The property is generally described as being located north of W. 6th Street along Congressional Drive. This rezoning was approved by the City Commission on October 23, 2001 subject to approval of a preliminary development plan and provision of a revised legal description. The City Commission approved the preliminary development plan for 6Wak Apartments on March 9, 2004. Staff recently received the revised legal description. Ordinance 7832 Map
7. Adopt the following ordinance(s) on second and final reading:
a) Ordinance No. 7835, annexing approximately 1 acre generally located north of Riverridge Road and east of North Iowa (John Joyce tract). The property owner has requested annexation and the Department of Utilities recommends the annexation to allow the property owner to connect to City water service. Ordinance 7835 Area Map
b) Ordinance No. 7827, allowing possession and consumption of alcoholic beverages on certain city property pursuant to a Qdoba Mexican Grill Sidewalk Dinning License.
C. CITY MANAGER’S REPORT: None.
D. REGULAR AGENDA ITEMS:
1. Receive report from the Federal Emergency Management Agency Division of Water Resources on the City of Lawrence receiving a Class 8 rating on the Community Rating System on its application to the National Flood Insurance Program. Information
ACTION: Receive report.
2. Consider approving site plan (subject to conditions), SP-08-55-04: A site plan for Fire Station No. 5 to be constructed at the southeast corner of 19th and Iowa Streets. Submitted by Sabatini Architects, Inc. for the City of Lawrence. Kansas University Endowment Association is the property owner of record.

3. Receive Road Safety Audit from Kansas Department of Transportation.

ACTION: Provide staff direction on US-40 re-striping. Approve Traffic Safety Commission recommendation to change the posted speed of US-59 between Terrace Road to Harvard Road from 35 mph to 40 mph.

G. CALENDAR: Meeting List
1. Reinstate November 30 City Commission meeting and cancel the December 7 meeting due to two commissioners attending the IEMC training in Emmitsburg, Maryland.
2. Establish a new date for the quarterly joint city/county/usd 497 study session that is scheduled for December 6. A new date needs to be established because of the IEMC training in Emmitsburg, Maryland.
3. REMINDER – Study Session scheduled for Wednesday, November 3 at 9:00 a.m. with Neighborhood Resources Advisory Committee to discuss annual CDBG funding. Location: East Lawrence Recreation Center, 1245 E. 15th Street – meeting room.
4. REMINDER – Joint City Commission/County Commission/Planning Commission study session on subdivision regulations scheduled for Thursday, November 11 at 5:30 p.m. in the auditorium at Lawrence Memorial Hospital, 325 Maine Street.
