A. RECOGNITION/PROCLAMATION/PRESENTATION:
1. Proclaim the week of September 9 – 15, 2007 as Suicide Prevention Week.
2. Proclaim September 16, 2007 as Clyde Bysom Day.
3. Proclaim the week of September 17 – 23, 2007 as Constitution Week.
4. Proclaim September 19 – October 14, 2007 as Read Across Lawrence Weeks.
5. Proclaim the month of September as Life Insurance Awareness Month.
B. CONSENT AGENDA:
NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
1. Approve City Commission meeting minutes from 08/28/07.
2. Receive minutes from various boards and commissions:
Bicycle Advisory Committee meetings of 05/15/07 and 06/19/07
3. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
4. Approve licenses as recommended by the Department of Administrative Services.
5. Approve appointments as recommended by the Mayor.
6. Bid and purchase items:
a) Set a bid opening date of September 25, 2007 for North Iowa Street Sanitary Sewer Relocation Phase I Project CS07-08. Staff Memo & Attachments
7. Adopt the following ordinance(s) on first reading:
a) Ordinance No. 8158, (Z-11-28-06), an ordinance providing for the rezoning of approximately .954 acres from RS10 (Single-Dwelling Residential) District to RS7 (Single-Dwelling Residential) District. The property is located at 523-543 Rockledge Road, Lawrence, KS.
b) Ordinance No. 8154, (TA-06-11-07, TA-06-12-07, TA-06-13-07), an ordinance for text amendments to Sections 20-218, 20-403, 20-1305 and 20-1307 of the Development Code, Chapter 20 of the Code of the City of Lawrence
8. Approve the following site plans:
a) SP-11-85-06, a site plan for improvements to the Poehler building and associated parking and roadways, located at 619 E. 8 th Street. Submitted by Bartlett and West Engineers, Inc. for Cinco Hombres, LLC; property owner of record. Staff Report Site Plan
b) SP-07-59-05, a site plan for sidewalk dining for Local Burger Restaurant located at 714 Vermont Street. Submitted by Hilary Brown for Downtown Equities II LC, the property owner of record. Staff Report Site Plan
9. Approve request for a variance to section 19-214B of the City Code for 516 Lyon Street to allow placing a private sanitary sewer service line in the public right-of-way. Staff Memo & Attachments
10. Approve increase in cemetery rates. Staff Memo
11. Approve as signs of community interest, Friends of the Library Book sale signs from September 28 through October 6, 2007. The signs will be the size of a garage sale sign and will be placed between 6th and 9th Streets and between Massachusetts and Tennessee Streets. Request
C. CITY MANAGER’S REPORT: CM Report
ADDRESSING THE COMMISSON: The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor. Individuals are asked to come to the microphone, sign in, and state their name and address. Speakers should address all comments/questions to the Commission.
D. REGULAR AGENDA ITEMS:
1. Conduct bond and note sale. Exhibit A - added 09/07/07
ACTION: Review bids received. Approve sale of bonds and notes to the lowest responsible bidder. Adopt Resolution No. 6736, authorizing sale of $10,225,000 in general obligation notes. Declare an emergency and adopt on first and second reading Ordinance No. 8179 and adopt Resolution No. 6737, authorizing the sale of $11,345,000 in general obligation bonds.
2. Consider amendments to City/County Subdivision Regulations for TA-05-08-07 to address concerns identified in the 3/1/07 work session with City & County staff. (PC mid-month; approved 8-1 on 8/15/07). 07/31/07 Memo 06/27/07 PC Minutes 08/15/07 PC Minutes
ACTION: Approve amendments to City/County Subdivision Regulations for TA-05-08-07, if appropriate.
3. Consider authorizing Mayor to execute City/State Agreement with the Kansas Department of Transportation for the reconstruction of a brick street, Ohio Street between 6th Street and 8th Street. Staff Memo
ACTION: Authorize the Mayor to execute City/State Agreement with KDOT for the reconstruction of a brick street on Ohio Street, between 6th and 8th Streets, if appropriate.
4. Consider alternatives to the formation of a benefit district for the improvements to the intersection of 6th Street and George Williams Way. Staff Memo & Attachments
ACTION: Provide staff direction on the method of assessment, if appropriate.

I. CURRENT VACANCIES – BOARDS/COMMISSIONS:
Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions. If interested in serving on a board, citizens should visit the website at http://www.lawrenceks.org/boards.shtml to volunteer online, or send a letter of interest to the Mayor, P.O. Box 708, Lawrence, KS 66044.
One (1) vacancy for the un-expired position held by David Downing, which expires 05/31/08.
Board of Zoning Appeals/Sign Code Board of Appeals:
One (1) position held by Mike Goans, expires 09/30/07. Mr. Goans is currently serving his second consecutive term and is not eligible for reappointment to an additional term. Three (3) positions, held by Stephen Lane, Marjorie Blaufuss, and Wally Emerson expire 09/30/07. All are eligible for reappointment to additional terms.
Convention and Visitors Bureau Advisory Board:
One (1) vacancy for the position held by Desch which expired 07/01/06 and one (1) vacancy for the position held by Martin which expired 07/01/07. Both positions are required to be held by someone in the hotel industry.
One (1) vacancy (Board of Directors) for the un-expired position held by Lisa Johnson, which expires 09/30/09. One (1) position (Advisory Council), held by Gary D. Hale, expires 09/30/07. Mr. Hale is eligible for reappointment to an additional term.
Neighborhood Resources Advisory Committee:
One (1) vacancy for an un-expired position, which expires 09/30/08. This is designated for Brookcreek Neighborhood representation. One (1) position, held by Marci Francisco, expires 09/30/07. Ms. Francisco is eligible for reappointment to an additional term. This is designated for Oread Neighborhood representation.
